Just hours before a potential government shutdown, Republicans and Democrats reached a deal in the House that includes a 45-day continuing resolution with disaster relief funds, an extension of a federal flood insurance program and FAA reauthorization — but no Ukraine aid. But the Senate’s expected vote on the House-passed measure has been delayed by Sen. Michael F. Bennet (D-Colo.) over his concerns that the bill does not include additional Ukraine aid, a Democratic aide said, speaking on the condition of anonymity to discuss ongoing conversations.
